4 Mortgage Assistance Programs

CITY OF HOUSTON

Housing & Community Development Department

Stop Renting Start Owning. 

Houston’s Housing and Community Development Department (HCDD) administers the City’s downpayment assistance deferred payment loans.  These deferred payment loans provide funds for down payment, closing costs and prepaids.  The applicant(s) must demonstrate the ability to obtain a mortgage loan (financial, credit worthiness, etc.)

Homebuyer Assistance Program (HAP)

  • Funding up to $19,500
  • Maximum Income Limits: 80% and below of the area median income (combined family household income)
  • Must compete the 8-hour homebuyer education course from any participation HUD-approved Housing Counseling Agency
  • Must live in home for at least 10 years for downpayment assistance to be forgiven.
  • Maximum sales price $200,160
  • Property must be located in the City of Houston property tax area.
  • Mortgage loan must be processed through one of the authorized Lending Partners

 

HOUSTON HOPE

  • Funding up to $30,000
  • Maximum Income Limits: 80% and below the area median income (combined family household income)
  • Affordability Period: 10-years
  • Must compete the 8-hour homebuyer education course from any participation HUD-approved Housing Counseling Agency
  • Maximum sales price $200,160
  • Property must be located in the City of Houston property tax area.
  • Property must be located in Houston HOPE areas or any area/neighborhood designated by the Mayor of Houston for revitalization.

Workforce Housing DAP – New Homes Only, Located in the Houston HOPE Neighborhoods

  • Funding up to $30,000
  • Maximum Income Limits: 110% of the area median income (combined family household income)
  • Affordability Period: 10-years
  • Must compete the 8-hour homebuyer education course from any participation HUD-approved Housing Counseling Agency
  • Maximum sales price $150,000 (new homes only)
  • Property must be located in Houston HOPE areas or any area/neighborhood designated by the Mayor of Houston for revitalization.
  • Property must be located in the City of Houston property tax area.
  • Mortgage loan must be processed through one of the authorized Lending Partners

All other previously approved policies and procedures on the DAP will remain in effect.
