Implications of the 2010 Census for TX

Steve Murdock spoke to the Texas Economic and Demographic Association about the impact of the 2010 U.S. Census.  The Bureau confirmed what we all have known for years. 

Everyone wants to live in Texas.

Texas was the fastest growing state with a population increase of 4,293,741 people or 20.6% of the total increase for the United States.

Texas had a 20.6% change in growth while the rest of the United States experienced a 9.7 growth rate.

Population change by region, 2000-2010

2010 Census Facts

·         In 34 of the states Hispanic growth exceeded Anglo growth.
·         There was a negative Anglo growth in population in 15 states.
·         There was a negative Black growth in population in 6 states.
·         861,000 non-Hispanics whites left California
·         There was a 460,000 Increase in the Anglo population in Texas
·         Detroit lost 25% of its population
·         We have 11 counties declining in population in Texas
·         There is faster growth in the suburbs than the cities
·         Fort Bend county had a growth of 65.1%
·         Hispanics gained 2,791,255  of Texas total gain of 4,293,741
·         Only 22 counties of 254 in Texas had a decline in Hispanic population
·         161 counties in Texas had a decline in Anglo population
·         102 counties in Texas had  a decline in Black population
·         Asian population declined in only 7 counties

Growth Changes in Population

·         Natural increase                            54%
·         Domestic Migration                      21.6%
·         International Migration              24.4%

Percent of population of Texas

·         Anglo                           45.3%
·         Hispanic                      37.6%
·         NH Black                     11.5%
·         NH Asian                    3.8%
·         All others                   1.8%

In Houston 15% of the children are Anglo, 56% are Hispanic, and 23% Black.  Generally speaking Blacks are following the pattern of Anglos.  Anglos have been below replacement in terms of birth rate sine the 1970’s.  State after state are showing an increasing pattern of aging Anglo population and young Hispanic population.  Because Europe is the slowest growing part of the world.  Their population structures are very old.  There is no place for an infusion of Anglos to come from.  Our politicians tend to be conservative as they deal with an aging Anglo population thinking they are losing their country.

10 Year Change in the States Public school system

·         Anglos             -130,781
·         Blacks             103,114
·         Other              74,419
·         Hispanic          748,385

Cy-Fair school District changed from 58% Anglos to 38% Anglos in 6 years.

Projected household income in Texas allowing for no changes

·         2000               $54,441
·         2010               $52,639
·         2020               $50.903
·         2030               $49,326
·         2040               $47,883

Predictions

Texas will see an increase in poverty with only 30% of the population completing High School in 2040.  There will be a decrease in the Hispanic birthrate over time, but not as great as the Black and Anglo declines in birthrate.  As more women join the work force their will be declines in the overall birthrate.  If you stop educational programs now, Texas will lose a generation of college students.  We can not afford this.

What happened to estimates that Houston had 200,000 more people than the census showed?

The census bureau pumped up the estimate overtime.  The reality is the numbers are within the acceptable range of error.  The City of Houston pushed for the numbers to be high.
